A year of big changes for drivers and CMTPL insurance
The State Duma has adopted a bill which significantly increases the penalties for the absence or expiry of a policy. These innovations are aimed at reducing the number of drivers who ignore compulsory insurance. Let us consider the key aspects of the changes related to fines for driving without MTPL insurance and overdue insurance.
Penalty for expired insurance in 2025
In 2025, the fine for expired insurance will be divided into two levels. For the first offence, the driver will be obliged to pay 800 roubles, as before. However, for a repeated offence within a year, the fine will be from 3 to 5 thousand rubles. This approach makes it possible to toughen the punishment for persistent offenders, while maintaining the same amount of sanction for those who have committed the offence for the first time.
Automatic recording of offences will begin in 2026. Traffic cameras will check whether motorists have a valid MTPL insurance policy. This means that a fine for expired insurance can be issued automatically and the driver will have to pay for the offence within a set period of time.
Driving without MTPL insurance and its consequences
The fine for driving without MTPL insurance will remain at 800 roubles for a primary offence, but with the introduction of secondary fines for repeated offences within a year. This also applies to cases where the driver has expired insurance. Thus, repeated offences will become financially more burdensome for offenders.
An automatic system for checking policies through traffic cameras will make it possible to identify such drivers more effectively. In 2025, this system will start operating in test mode, which will make it easier to monitor compliance with the law.
Reminders to drivers to renew their insurance
In order to prevent fines for the absence or expiry of CMTPL insurance, MPs have proposed that insurance companies should be obliged to inform citizens about the expiry of their policies. To date, notifications will be sent via the Gosusgoservices portal, which will minimise cases of unintentional violations.
How many times a fine can be issued per day
In 2025, the possibility of limiting the frequency of fines for overdue insurance to once a day is being discussed. This would avoid an excessive penalty burden for drivers, especially in view of the automatic system for fixing violations. Parliament will finalise the issue of the frequency of fines by the second reading of the draft law.
Increased insurance benefits and additional initiatives
Along with changes in fines, the possibility of increasing the limits of insurance payments under CMTPL insurance is being considered. The proposal to raise the amount to 650 thousand roubles for damage to life and health and 520 thousand roubles for damage to property is being discussed at the government level. However, insurance companies warn that such measures could lead to an increase in the cost of policies.
Another initiative is the obligation of the Russian Union of Motor Insurers to pay compensation for the repair of cars damaged in road accidents if the perpetrator does not have a CMTPL insurance policy. This will allow victims to avoid lengthy proceedings with the perpetrators of accidents.
Bottom line
Fines for driving without MTPL insurance and expired insurance will become stricter in 2025. Drivers should pay attention to renewing their policies in time to avoid fines and other unpleasant consequences. Paying for insurance on time will become an even more important aspect of responsible behaviour on the roads.
These measures will help make drivers more responsible. They will also reduce the number of uninsured cars. Drivers will be able to receive notifications when they need to renew their policy. This will make the process more transparent and convenient for everyone.
